How long a newsletter should be depends on the action you want the reader to take. The greater the action, the more information is required. If you simply want your reader to click a link to a blog post, you merely need to include enough information to get them interested, no more than a sentence or two. However, there is a general rule of thumb that newsletters should be around +-300 words long. 

That said, if your call to action is a simple request, 20 lines or 200 words should suffice to tell your story and be equally effective in converting.
